При помощи пойманных тобой древних огоньков и собранных материалов, а также благодаря моим исследованиям мне удалось изготовить легендарный набор кожевника. Отнеси его к семейным шкурам Хрула Острого Копыта в Громовой Тотем. Огонек поможет тебе использовать набор для создания древних шкур.
Хрул Острое Копыто хранит шкуры в своем жилище в Громовом Тотеме. Подойди к ним поближе и воспользуйся набором кожевника. Когда закончишь, принеси мне то, что у тебя получилось.
Эта древняя шкура выглядит просто чудесно! Возьми ее и начинай творить – пусть это будет что-нибудь по-настоящему великолепное.
Твои достижения впечатляют, и выглядеть ты скоро будешь под стать – уж я-то знаю!

Despite his unique title, and the ability to be spoken to (unlike most nearby NPCs), he doesn't appear to do anything. He simply says "Greetings, <playername>." when spoken to. It's possible he'll be used for something later, but for now he's just... there.

Eliezer Hammerbeard is a dwarf in a tent at /way 41 59 near Deliverance Point.After talking to him for what felt like hours on end, he finally comes up with the actual quest. As a leatherworker I had to choose between leather boots or chain gauntlets. After picking one, the quest is complete ... well, actually now it really starts. ;)
You're basically deciding whether you'll receive Wisp-touched Elderhide or Prime Wardenscale as the final quest reward. The one ingredient you'll need for either the legendary leather boots or mail hands.
The quest itself will require you to run 2 mythic dungeons, kill Gul'dan and farm stuff from (lots of!) humanoids on the Broken Shores. (At least that's the case for the leather boots.)
All in all it takes about 2 hours of doing various stuff and somehow (via AH or own Nethershards) getting a hold on a Nethershard Essence plus some rather common crafting ingredients.

Ok, I'm sorry, but I have never seen an NPC spewing more bullsh!t than this one right here. I'm going to be downvoted, I know it, but I don't care, I just have to get this out there. Everything he talks about is just downright ridiculous. Furthermore, everything he talks about has NOTHING to do with the Legendary item you're going to be crafting. The way he makes it sound, you'll be making a whole suit of armor (or whatever your spec is), but no, it's just one item. That is hardly "fashion". Also, Nightfallen are supposed to be the "epic" ones when it comes to clothing and fashion, what does this dwarf know that they and even Queen Azshara and her people do not? Whatever.

I haven't seen it on my blacksmith or leatherworker, but on my tailor I saw you could access a dialogue option after you receive his quests, which explains the reason why he looks like a low-level caster in white-quality gear.-> "Given your thoughts on fashion and flair, please explain the drabness of your robes.""The "historian" part of my title requires a certain understated aura of scholarly authority.

For some reason he's also not wearing shoes. The nearby Taloren Whitedawn isn't either. Why a dwarf and a blood elf are going shoeless in a warzone is beyond me, but they must have a good reason.

He will give you the same quests again when you receive another commendation. I've 3 bolts each of shadowcloth and starweave with no end in sight.
Updated: Apparently the reason why he gives you the same quests again is because the rewarded mats are used to create the BoE legendaries, i.e. Селумбра, Дихотомия Ночи

Wisp-Touched Elderhide is inside Bag of Wisp-Touched Elderhide, which is from Legendary Tanner's Kit.
For you to be able to being the lengthy questline that will eventually reward you with one of these scales;
1. The Nether Disruptor tower has to be ready to go on the Broken Shore.2. You MUST have 800 skill in Leatherworking3. You need to learn the pattern for the The Sentinel's Eternal Refuge from the Leatherworking Trainers in Dalaran.
If you meet the criteria above, then Travel to Deliverance Point and complete construction of your tower and collect Armorcrafers Commendation, then take it to a Dwarf name Eliezer Hammerbeard. He is located down the steps near all the tents. He will do some dialog with you, and you get to pick which item you want to make. (If you are here I'm assuming you are doing the Leather boots) pick the boots option, and he will give you some quests.
There are several quests that need to be done for inorder for you to finally get the scale.
Fashion History and a Philosophy of Style
The Legend of the Elderhide - You must capture Ancient Wisps in Val'sharah.
Armor of the Ancients - Requires 100 Ancient Demonsteel, looted off creatures on the Broken Shore.

The Wisp and the Nightmare
Wisp-Touched Elderhide - Create the legendary material at Hul Sharptooth's dwelling in Thunder Totem, then return to the Dwarf in Broken Shore to receive your hide.
I'm assuming each time the tower is up, we'll have the option of doing either of the quests.

WARNING!
DON'T build the Nether Disruptor until you have at least 800+ in your crafting profession! DON'T build the Nether Disruptor until you have learned the legendary patterns. My bf did this and when he did the turn-in for building the Nether Disruptor it didn't give him the item needed to start getting the crafting item we need in order to make these craftable legendaries!
If you are looking to craft your Legendary, you must complete the Nether Disruptor building and you will gain Рекомендательное письмо бронника in the process. This will inform you to go find Элизер Молотобород, it won't be a quest, just an item hinting to go look for him, so you'll need to go talk to him in town before any quests will show up. Once you talk with him, you'll be given the quest Легенда о древней шкуре for the leather boots, or Легенда о пластине Стража for the mail boots. These quests will give you what you are looking for.
Seeing people ask if we can get more then one, I will be finding out after I get home from work tonight and posting my findings with an edit. But my guess is, in order to keep them from being super easy to get, and making them more worth their status, you can probably only get one of these once every time the Nether Disruptor is built.

As soon as you loot the Dread Relic out of its chest about 50 skeletons spawn in a wide circle around you and start closing in. They hit for about 170 on me (mail wearer). Quest says it recommends 2 people, and that's the only reason why, however I just soloed it by looting the relic and running away using earthbind totem and frost shocks.

The skeletons that spawned only hit me for about 7 and I am a Druid,also they only have (judging from how much my thorns did to them) maybe 500 health.

Coords confirmed and they´re very weak.Hold until they get on the same spot, for hunter... 01 explosive trap and they´ll bow up.Druids can pop barksin and 01 hurricane will clear everything.Warrior can pop retaliation, mages can rape them with Arcane Explosion and etc for the other classes.Its a cool action lol

Tip:Get on top of the chest then take the relic.Mount up and run through them.
I did this twice another good idea is have thorns(druids) or fire shield(warlock's imp)

Would like to point out that it's not skeletons spawning. It's small zombie wannabe's. At least it was when I did it.Location confirmed, quest was very easy. You can easily mount up and run before anything happens.

At the time I did the quest on my priest, I had reflective power word shield.
They spawned, I shielded myself, and they all beat themselves to death against the shield while I went to get a soda. :-)

I had time to mount up and start moving before I noticed being surrounded by zombies, guess they've started spawning later than before if you all had them spawn before being able to mount, or I just got lucky.anyways if you don't want to fight them mount fast :p

Very easy quest as hunter, just keep standing in the middle till they attack you (( their dmg is between 5 and 6 each hit, no big deal)) and then Volley + explosive trap and all are dead in a few hits :)

In the offchance that you are doing this at lvl 70 like I was, you have enough time to get on your flying mount and just go overtop of them.

I did not find this quest until I was 70, but once I opened the relic I finished the quest. I saw the green pillar of light and I didn't feel safe. :P So I get on my flying mount and when I look around there level 60 undead surrounding me. :O But yeah flying mount works if you are in my situation.

Confirmed chest is at 43, 76. If you mount immediately after looting the chest you can easily leave the area without aggroing any / not too many of the skeletons.

They have 250 health, too easy for a fire mage.Wait for them to come, cast Blast Wave or Arcane Explosion and be sure to have your Molten Armor on.

Once u get the relic, there will be lvl 60 zombies that spawn all around and they will start attacking u, but don't worry they have around 200hp and are very easy to take down.

66 Druid - grabbed relic, hit bear form, demo rawr'd, stood on top of the box and looked at them. Thorns killed all in approx 20 seconds no healing required.

I see a lot of "solod this as <lvl> <class>..." comments and "can be found at <coords>", but for those who prefer to play w/out coords here is some useful info --> The relic can be found in a Massive Treasure Chest, Southeast of Auchidoun, in a cabin surrounded by burned wagons and debris and little zombies.Good luck all! =)

Did this on my 65 warlock with about +400 dmg (+500 shadow). Figured Hellfire would take care of these guys, but it did nothing at all. Just fyi to other locks....

as a rogue i didnt have any AoE spells, so i used my trinket, Chained Essence of Eranikus which did 50 dmg every 7 sec or so. It was a blast finally being able to knock down "lower lvls" like dominos.

Just as a side note, you can open the chest more then once if you wish. However, when you turn the quest in you no longer can as the key is removed from your ring.

Rogues: There are apparitions with stealth detection in the area. You cannot see them until they attack you. You will be stealthing through the skellies and suddenly see "Entering Combat". The will break your stealth and can potentially aggro too many adds to handle.
Save yourself the run and pick a good path between the skellies, so that if you do aggro an invisible spirit you will only aggro one add. I just popped blind on the add and easily finished off the spirit and then the skeleton.
Opened the chest, mounted, and booked it. Very easy!

When you found the chest and opend it there spawns alot of undeads but don't worry they die of 1 hit and hit quite low. so my advice is to do a AoE and you will make it quite easy

This is a GREAT way to get your defense up just let em crowd around and when you get low health AoE them all quickly and repeat, once you have the key you are still able to repeat the action

If you are a warlock, I suggest that you use your detect invisibility spell, because there are invisible mobs around the chest.

I haven't done this quest yet, but considered they are 60 level and can all be killed by a single AOE, it looks like quite a fast way to gain some XPs as well. ^^

When you loot the dread relic it will spawn a lot of mobs. They are incredibly weak. If you want to avoid aggro, loot the relic standing on the chest and then do a mounted charge through them.

I just did it a second ago and if you happen to have a flying mount it is possible to grab the relic and quickly run away if in a hurry or don't feel like dealing with the weak guys that spawn.

I completed this on my level 68 druid. The mobs appeared, but I never got attacked. I guess I shifted into flight mode too quickly for them to get me.
